1.75em;'>（二）在我市长期居住或工作，从事某项市级及以上非物质文化遗产代表性项目传承实践15年（含）以上，熟练掌握传承项目的知识和核心技艺；</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（三）是传承某项非物质文化遗产的主要传承人员，在其所在团体、项目所在领域和区域内被公认具有代表性、权威性和较大影响；</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（四）在某项非物质文化遗产项目的传承中具有重要作用，具有开展传承活动的能力，履行传承义务并开展传承活动，努力培养后继人才，积极参加相关部门组织的宣传展示活动。</p></section></section></section><section data-role="paragraph" 2.6px;'><p style='text-indent: 2.34666em;'>（一）已公布的市级非遗代表性项目名录中没有市级代表性传承人的项目；</p><p style='text-indent: 2.34666em;'>（二）现有市级非遗代表性传承人已去世或丧失传承能力的项目；</p><p style='text-indent: 2.34666em;'>（三）已有市级代表性传承人的项目，原则上不再推荐申报，确因传承工作需要，可适当增补，但要从严掌握；</p><p style='text-indent: 2.34666em;'>（四）群体传承性强的市级及以上代表性项目原则上不申报市级代表性传承人。</p><p style='text-indent: 2.34666em;'>以上第1、2项申报范围内，每一个项目申报数量不超过2人。从事非物质文化遗产资料收集、整理、研究与管理、经营、传播等不直接从事非物质文化遗产项目传承工作和活动的人员不得申报。</p></section></section></section><section data-role="paragraph" style='letter-spacing: 1.75em;'>（一）推荐函。由各镇（办、场、区）综合文化站、市直单位、非物质文化遗产相关市级行业协会作为推荐单位，向仙桃市文化和旅游局出具推荐申报市级代表性传承人的推荐函，主要包括对推荐申报工作总体情况简要说明；汇总填写《仙桃市级非物质文化遗产代表性传承人推荐申报名单汇总表》（见附件1），加盖公章、一式一份；</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（二）推荐表。由申报人填写《仙桃市级非物质文化遗产代表性项目代表性传承人推荐表》（见附件2）中涉及个人部分，由推荐单位和项目保护单位出具推荐意见，加盖公章，一式三份；</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（三）辅助材料。有助于说明申报人代表性的文字、图片、音像资料，包括反映推荐对象技艺水平、成就的证明材料、持有的相关实物照片和资料复印件等，辅助材料不限，加盖公章，一式三份；</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（四）申报传统医药类传承人的，应提供仙桃市卫生健康主管部门意见。</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>（二）申报程序。</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>1、提出申请。由本人向代表性传承人资格所在镇（办、场、区）综合文化站提出申请，递交材料。</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>与市直单位有行政隶属关系的人员或非物质文化遗产相关市级行业协会会员，由本人向市直单位的行政主管部门或所在行业协会提出申请，递交材料。</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>2、提出推荐人选。推荐单位收到申报材料后，应当复核材料并进行审核，确定推荐申报人选。</p><p style='text-indent: 2.34666em;line-height: 1.75em;'>3、提交正式文件和申报材料。推荐单位应提交的正式文件包括：推荐函、汇总表、申报表以及其他辅助材料。纸质材料按“三、申报材料”有关要求提供，所有材料的电子文件统一拷贝至U盘或移动硬盘上报一份。</p><p style='text-indent: 2.34666em;line-height:
