style='letter-spacing:0.544px;'></strong></section><p>各工业企业排水户：</p><p style='text-indent:2em;'>为进一步加强城区工业企业排水户日常监管，规范日常排水行为，保护和改善水环境，促进经济与社会可持续发展，根据《中华人民共和国水污染防治法》《城镇排水与污水处理条例》《城镇污水排入排水管网许可管理办法》等规定，现将有关事项通知如下：</p><p style='text-indent:2em;'><strong>一、依法办理排污和排水许可证</strong></p><p style='text-indent:2em;'>（一）城区排放工业废水企业向污水处理厂排放工业废水的，应当按照《中华人民共和国水污染防治法》要求，建设预处理设施，对工业废水进行预处理达标后方可排放，并依法向市生态环境局申请办理排污许可证。同时，列入年度水环境重点排污单位的排水户应安装水污染物排放自动监测设备，并与市生态环境局监控设备联网，并保证监测设备正常运行。</p><p style='text-indent:2em;'>（二）城区排水设施覆盖范围内的工业企业排水户要严格按照《城镇污水排入排水管网许可管理办法》要求，在完成企业雨、污管网建设，确保厂区内排水为雨污分流制后，依法向市住房和城市更新局申请办理排水许可证，未取得排水许可证，排水户不得向市政排水设施排放污水。</p><p style='text-indent:2em;'><strong>二、规范日常排水行为</strong></p><p style='text-indent:2em;'>（一）各工业企业排水户要加强污水预处理设施的运行和管理，不得将超过水污染物排放标准的水污染物排入市政污水管网。含有毒有害水污染物的工业废水应当分类收集和处理，不得稀释排放。对发现工业企业将超过水污染物排放标准的水污染物排入市政管网或环境的，市生态环境局将依法依规严肃查处。</p><p style='text-indent:2em;'>（二）各工业企业排水户要严格按照排水许可证的要求，向城市排水设施排放雨污水，不得存在雨水污水管网混接错接、雨水污水混排等行为；不得擅自拆卸、移动、穿凿和接入城镇排水设施。 </p><p style='text-indent:2em;'><strong>三、加强日常监督管理</strong></p><p style='text-indent:2em;'>（一）对检查发现未办理排水许可证，雨水污水管网混接错接、雨水污水混排等违法排水行为的，市住房和城市更新局将下发工作提醒函督促限期整改，排水户收到提醒函后7个工作日内仍未办理或拒不接受提醒函的，市住房和城市更新局将排水户详细信息、排水户类别认定和相关违法线索移交市城管执法局或各街道办事处进行执法和处罚，并协助立案调查取证。</p><p style='text-indent:2em;'>（二）市生态环境局在对工业企业排水户开展日常监督检查工作中，发现企业存在雨污混错接等违规排水行为的，要将相关情况函告市住房和城市更新局进行督促整改；市住房和城市更新局发现工业企业有超过水污染物排放标准的水污染物排入市政管网或环境的，要将相关情况函告市生态环境局进行查处；市城管执法局在办理工业企业排水户道路挖掘审批中，要加强挖掘施工过程监管，严格查处各类破坏城市排水管网行为。</p><p style='text-indent:2em;'>（三）市住房和城市更新局、市生态环境局、市城管执法局和各街道办事处将定期对工业企业排水户日常排水行为开展联合检查，依法依规查处各类违规排水行为。</p><p style='margin-bottom:8px;text-indent:2em;line-height:2em;'><br></p><p
