2px;'>仙桃法院经审理认为，被告人张某以非法占有为目的，采取隐瞒真相、虚构事实手段，骗取居民意外伤害险赔付款18000元，数额较大，其行为已构成诈骗罪，应依法惩处。张某主动投案，到案后如实供述自己的罪行，是自首，且自愿认罪认罚，可以从轻处罚。张某积极退缴违法所得，可以酌情从轻处罚。综合考虑被告人张某的犯罪情节、悔罪表现及社会危险性，可对其适用非监禁刑。</span><strong><span
