多年以前，养路费（是国家依据《中华人民共和国公路法》设立的行政事业性收费）的收缴，就曾经和汽车年审挂钩的（养路费没缴的，汽车年审不予通过）。后来，经过法学专家多年呼吁，全国人大提起法律监督后，国家有关部门对年检程序进行合规审查，剔除了养路费与汽车年审的挂钩。
一个依法设立的全国性的行政事业收费都不能年审挂钩，一个地方的经营性停车收费就不要奢望能和年审扯上半点关系了。
