font-weight: bold;'> 一、整治重点</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> （一）导游乱象方面</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 1.未取得导游证或伪造、冒用、租赁导游证从事导游活动的违规违法行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 2.导游人员未经旅行社委派，私自承揽或者以其他方式直接承揽导游业务的违规违法行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 3.导游涂改、倒卖、出租、出借导游人员资格证、导游证，以其他形式非法转让导游执业许可，或者擅自委托他人代为提供导游服务的违规违法行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 4.在进行导游活动时，存在损害国家利益、民族尊严的言语。对游客态度恶劣，甚至对游客进行言语侮辱的违规违法行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 5.旅行社或导游在广告宣传中夸大旅游服务内容和质量，虚假承诺旅游行程安排的违规违法行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 6.旅行社对景点、住宿、餐饮等信息进行虚假宣传，误导游客报名参团的违规违法行为。</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> （二）强制消费方面</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 1.以不合理的低价组织旅游活动，诱骗旅游者，并通过安排购物或者另行付费旅游项目获取回扣等不正当利益的违法违规行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 2.擅自增加或者减少旅游项目，向游客强制出售物品，以欺骗、胁迫游客消费或者与经营者串通欺骗、胁迫游客消费等违法违规行为；</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;'> 3.擅自变更旅游行程或者拒绝履行旅游合同，合同内容表述含糊不清、价目不明确，以及条款中的强制消费暗示，或以各种方式诱导、强迫游客消费（包括但不限于购物、自费项目）等欺骗游客行为。</span></span></p><p style='text-align: justify;line-height: 2em;'><span leaf=""><span textstyle='' style='letter-spacing: 2px;
