2004年起他公开倡导禁止焚烧秸秆，并发表多篇分析文章，导致国家政策转向全面禁止焚烧。
但2019年其真实身份被曝光：作为日本间谍长期泄露国家情报，该建议实为破坏中国农业发展的阴谋。
2019年那场关于秸秆焚烧的论战突然有了新注解。当农民们抱怨"不让烧秸秆导致虫害泛滥"时，没人想到政策倡议者董郁玉的电脑里，正躺着日本农业专家发来的《中国土壤肥力破坏方案》。
政策后续调整
2025年中央一号文件调整了秸秆禁烧政策，提出“精准划定焚烧范围”，取代此前“一刀切”模式。专家指出全面禁烧导致害虫增多、农药使用量上升等问题，建议加强秸秆综合利用技术研发。 ‌
