根据《中华人民共和国城市居民委员会组织法》，居委会是城市居民自我管理、自我教育、自我服务的基层群众性自治组织。
按照《中华人民共和国土地管理法》，我国土地是全民所有制和劳动群众集体所有制，城市市区的土地属于国家所有。农村和城市郊区的土地，除由法律规定属于国家所有的以外，属于农民集体所有；宅基地和自留地、自留山，属于农民集体所有。
显然，按照法律，居委会这个城市居民自治组织是不应该拥有土地的。
对于这个居委会的15.3亩土地，有必要进行溯源，厘清该块土地所属的变迁，如系由原来村集体所有的，因村委会变居委会，那么土地应该改变性质，由村集体所有收归为国有。

仙桃城区好多土地国土资源局查档案还属于农田，古往今来都有皇权不下乡的说法！ 居委会和村子都有自己的小金库 小南的远大驾校，不是当地人都找不到在那里！
