0.034em;">为适应学前教育发展新形势，2022年7月，市教育局党委书记、局长杨俊武同志提出“总园制办学”的改革思路，在教育思想、办学体制、保教管理、特色发展等方面共研共享，实现城乡一体化发展，快速推进我市学前教育进入优质发展轨道。</span><br></p><p>1.结对“牵手”，形成城乡一体、互联共建、共同发展新格局。</p><p><strong><span style="color: rgb(255, 0, 0);">一是实行统一管理制。</span></strong>城区分园实行文化统一建构、人事统一调配、财务统一审批、学籍统一管理、业务统一协调的“五统一”管理模式，乡镇合作分园采取“帮扶+融合”管理策略，总园班子成员、中层干部、行管人员实行跑园制，教师队伍凝聚力、战斗力明显提升。</p><p><strong><span style="color: rgb(255, 0,
