17px;'>为加强城区养犬管理，规范市民养犬行为，保障市民身体健康和人身安全，维护城市环境和社会公共秩序，现结合我市实际，通告如下：</span></p><p style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>一、</span></strong><span style='font-size: 17px;'>携犬外出时，应当由具有完全民事行为能力的成年人对所养犬进行牵领束犬链（绳）。犬只未束犬链（绳）的，由公安、城管等职能部门及街道办事处责令改正，拒不改正的，且情节恶劣或者造成严重后果的，没收犬只。无人认领的户外犬视为野犬，依法处置。</span></p><p style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>二、</span></strong><span style='font-size: 17px;'>饲养犬只不得影响公共环境卫生，犬只在户外排泄粪便的，携犬人负责对犬只排泄的粪便及时清除。对影响公共环境卫生的，由城管部门责令改正，拒不改正的，城管部门将依照《湖北省城市市容和环境卫生管理条例》规定予以处罚。</span></p><p style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>三、</span></strong><span style='font-size: 17px;'>饲养犬只不得干扰他人正常生活，不得放任犬只恐吓他人、驱使犬只伤人，有违反者由公安部门依照《中华人民共和国治安管理处罚法》相关规定予以处罚；犬只伤人的，饲养人要立即将伤者送医诊治，并依法承担相关费用和法律责任。</span></p><p style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>四、</span></strong><span style='font-size: 17px;'>机关、医院、学校、博物馆、纪念馆、图书馆、体育场（馆）、影剧院、商场、候车室以及其他禁止遛犬的区域等公共场所要在门口张贴犬只禁入标志，管理者或经营者要劝阻携犬人携犬入内（导盲犬或肢体重残人携带辅助犬除外）。犬只进入开放式广场、公园应当为犬只配戴嘴套、拴犬绳，并服从有关部门的管理。</span></p><p style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>五、</span></strong><span style='font-size: 17px;'>广大市民要主动参与，对违法违规养犬行为进行劝阻、举报，积极营造文明养犬的氛围，共同维护我市良好人居环境。</span></p><p style='text-indent: 2em;line-height: 17px;'>犬是人类忠实的朋友，饲养宠物犬已经成为部分居民的一种生活方式。但随之而来的不文明养犬行为，“愉悦了自己、妨碍了他人”，甚至一些行为已经危害了他人的人身财产安全，引起很多市民强烈不满。为营造一个和谐文明宜居的美好家园，我们向广大市民朋友们发出如下倡议：</span></section><section style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>一、依法养犬。</span></strong><span style='font-size: 17px;'>请自觉遵守《中华人民共和国动物防疫法》《中华人民共和国传染病防疫法》《中华人民共和国治安管理处罚法》《湖北省动物防疫条例》等法律法规；饲养犬只必须到社区进行登记，且一户只能饲养一只；禁止携带犬只进入机关、医院、学校、博物馆、纪念馆、图书馆、体育场（馆）、影剧院、商场、候车室以及其他禁止遛犬的区域；不携犬乘坐除出租车以外的公共交通工具，乘坐出租车时，应征得驾驶员同意。</span></section><section style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>二、文明养犬。</span></strong><span style='font-size: 17px;'>个人养犬应当在住所内饲养，不要在住宅共有部分、小区公共区域饲养；犬只吠叫时采取必要的措施，防止犬只乱吠叫、夜晚狂叫扰民现象发生。外出遛犬时请随身备好拾便器和卫生纸，随时清理犬的粪便，保持周边环境卫生的清洁；选择合适的时间和地点遛犬；不虐待、遗弃犬只。</span></section><section style='text-indent: 2em;line-height: 2em;'><strong><span style='font-size: 17px;'>三、安全养犬。</span></strong><span style='font-size: 17px;'>遛犬时，由完全民事行为能力人牵领，为犬只佩戴犬只识别牌，束长度不超过1.5米的犬链（绳）；遇到行人、车辆，特别是老人、小孩、孕妇，请提前收紧犬链（绳），自觉避让；携犬进入公共楼道、电梯以及其他人员密集场所，应当避开出行高峰时间，采取为犬只配戴嘴套、装入犬袋或者犬笼等措施；进入开放式广场、公园应当为犬只配戴嘴套，并服从有关部门的管理，遵守公共场所管理规定，避开人群聚集区域；严格按照犬只防疫规定，及时到定点医院进行免疫检查，注射疫苗。</span></section><section 搞不懂为什么要先发公告提醒那些违规养狗的人，警察再抓坏人之前也发通告说我几号要抓人了，你们提前注意一下，那这样还能够抓到坏人吗？现在发通告，那些不守规矩的人就把狗子拴在家里，等这段风一过，那些人又把狗子放出来祸害人，请问这样起到作用了吗？是不是竹篮打水一场空？你不发通知，对于文明养狗和不养狗的人来说，没有影响，你发通知，只会让不守规矩的养狗人以后肆无忌惮的继续不守规矩。

和谐社会，我们各行各业的工作程序一直都是这样，先通知到位，再抓几个典型，然后1000个字的报告。

报警电话综治办电话大队电话行动支队电话，行动队和社区就上门执法了。
